What does it mean to be a witness?

Hey Chow Chow lovers, today I will be talking about what being a witness means. Being a witness means that you see somethng such as a crime or anything. But being a witness means you would also do something about it. Witness does not mean bystander a person who just stands there and doesn't do anything. Seeing something and not acting doesn't make you a witness in my book.
